No, for a player to go on LTIR, the player and a team doctor need to sign and certify that they are injured and are expected to miss the minimum of 10 games and 24 days with the injury.  The NHL also has the right to review the medical information and require additional medical examinations to support the injury claim.

Can a team place a player on LTIR without that player actually being injured?
